Jax's Counter Strike's (dodge) interaction with Nasus' Siphoning strike

After a certain patch back about 8 months ago, Jax's E is now able to dodge most on hits like Twisted Fate's gold card, and enhanced auto-attacks like Garen's Q. However, despite being an enhanced auto attack itself, Nasus' Q can not be dodged by Jax. Is this an inconsistency or is there an explanation for this?

It does seem correct to think that his Q is dodgeable. It's a Basic Attack Modifier after all. So if the basic attack doesn't hit, the modifier shouldn't either.
