[CLIENT/BACKEND] You don't always get a free win when you've previously been in series for that tier

I was silver 2, 100 LP on the way to silver 1 earlier this year in June/July? I don't recall if I made it into silver 1 or not. I'm currently Silver 2, 100LP again and I did not get a free win. I slid down to Silver 4 (I think) between then and now, so the back end doesn't quite understand that I've been here before and isn't giving me the free win. I suspect this may have something to do with how far I've fallen and the rise back up again. I'm sure the data from op.gg isn't the best source of truth, but it's close enough that you can see the dates to do your own investigation.

the 5.23 patch notes say this:

Enter Promo Helper. From Bronze through Gold 2, failing a series will get you a win credit that'll apply toward your next attempt at that series, provided you can get back in. If you're ever demoted, Promo Helper will automatically grant you max credits until you've passed as many series as necessary to get back to your season-high division.

It also has some quid pro quos, but they don't jive with that sentence.

If you're ever demoted, Promo Helper will automatically grant you max credits until you've passed as many series as necessary to get back to your season-high division.

I'm sure the implementation meets the acceptance criteria of the ticket. I'm just not sure that the acceptance criteria meets the intent, and should be revisited.
