[Gameplay] Tahm Kench's ult is always up according to allied indicator

So, this is kind of been out since he was released, but if you have a Tahm Kench on your team, when he hits level 6, the green dot next to his portrait stating that his ult is up will always be green, regardless if it's on cooldown or not.
