[Gameplay] Xhin Zhao reducing Cooldowns

Short info: If Xin Zhao uses Q on inhibitor/nexus his spells cooldowns still goes down without consuming stacks. I've tried it in a custom game against bots and the result were successful.

1. Get to Inhibitor or Nexus
2. have spells on cooldown
3. use Q on Inhibitor or Nexus

I recommend is to get one attack speed item (30%) and level 5 on W, so you can see that you have W on at all times when attacking the inhibitor/nexus. This guarantees or at least should guarantee that the bug appears.
