Using 
Twisted Fate's W on an inhibitor or a nexus doesn't proc it, similar to how it doesn't proc on plants, or how Rek'Sai's q doesn't proc on any building. Not sure if Riot would want that considering it works on turrets, and considering that his w isn't nearly as powerful on buildings as say 
Ziggs' W, I'd consider this unintentional.
This is rare, but when I discovered it I was trying to get mana off of an inhibitor but was disappointed when it didn't work and there were no minions nearby or champions I could challenge, so I had to retreat.
Most auto modifiers don't work on inhibs.
I think it was designed that way because his W hasn't worked on inhibs or nexus since season 1.
