Thresh's flay

A long time ago, I read in a board post that Riot fixed a bug with thresh, where his flay occasionally did not pull or damage the enemy champion(s). I remember that it was a bug that existed for a long time (Riot said so), and Riot also said they only fixed it because one player was insistent that they fix it. However, I was playing thresh, who I just bought a little while ago, today, and I encountered the same bug against Lucian. This isn't the first time I've seen a bug occur after Riot said they had already fixed it. Does it resurface with new patches or something? Or did you just nerf Thresh's aoe with the flay, so that it does not pull players on the side edge of his flay?
