Shop black/empty

Ever since the server issue, I have been unable to access the shop--it's just a black screen. None of the "tips" in the support section have helped. However, because they just released the new Ziggs skin, I'm assuming at least some people can access the shop.

Is this a problem on my end or with Riot?

I have also been unable to access the shop since server issues. Got all this RP to spend :(.

3 days now shop still not up and now my chat won't work, well now this sucks.
