Really odd, have never heard of this happening before. Try submitting a support ticket to riot explaining your problem. TBH buying a 450ip champion would probably fix it.

Make sure that you really own Morgana not free week, if not try logging in and out

just don't play ranked till you have more champs i didn't play it till i had 40+ just get 10 more or something
That champ pool though. Really small and very limited. Any team you get on will only be hurt by your small and very limited options. Get some more champs and rune pages for your own sake.
