Stattik shiv and Rapid FireCannon Description/Effect Inconsistency

In League of Legends, I was playing yasuo on the recent patch 5.22 as 6:45 P.M. CST. According to the new item Rapid FireCannon, "Firecannon's the fancy new Zeal upgrade you call on when it's time to go a-siegin'. Rub your feet together to gain enough electricity to snipe foes attempting to poke or clear from afar, or to sneak super-powered shots onto structures in tense situations. Come to think of it, it's not actually very Rapid, is it? TOTAL COST 2500 gold BUILD PATH Zeal + Kircheis Shard + 550 gold ATTACK SPEED 30% CRITICAL STRIKE CHANCE 30% ENERGISE Moving and attacking build stacks, up to 100. When fully stacked, your next basic attack expends the charges and becomes Energised UNIQUE PASSIVE Firecannon: Your Energised basic attacks gain 35% bonus range and deal 50-200 magic damage (at levels 1-18) on-hit. As you can read at the end of the item description, "Your Energised basic attacks gain 35% bonus range and deal 50-200 magic damage (at levels 1-18) on-hit. Energised attacks work on structures." According to statikk shiv's description in game, which is not listed in the patch notes due to shiv not being an updated item, it states that the attack is now considered an energised attack (Don't quote me on that, I'm not in game therefore not positive exactly what it says, but it's along that basis) on proc due to it being the same basis of an item. Out of curiosity, I build both of them. Shiv first, and then Rapid FireCannon. As I built Shiv, before Rapid FireCannon was complete, I hit a tower in a game, and Shiv did not proc on the tower. I then built Rapid FireCannon after, and the basic attack did proc on structures like towers. Therefore I believe there is an incosistency in the item descriptions and or a bug on statikk shiv.

Shiv doesn't work on turrets. That's what makes them different items, and it's why you can buy both.

Well from what I can see the energized effect is more like enabling the unique passives on the items to proc, not having a specific effect BECAUSE it is energized. Kind of like an on hit effect with the condition that your attack is energized
