Getting key fragments instead of capsules

I at Honor Level 3 and just received 4 key fragments. They were not through a capsule but the way you receive them at Honor Level 2. Should I be getting capsules which contains keys and not just key fragments?

Edit: Maybe it's just a residual effect of earning those key fragments before Honor 3 and I'm just now getting them. I'll keep waiting for the capsule.
