Final Boss Veigar Missing Dialogue When Casting E?

As title says, when you cast your E, no dialogue is spoken when casted. I'm unsure if this is intentional or a bug or even something that was accidentally removed when the E was changed. I tried it several times but nothing happened, even though his other spells on cast have him produce lines, his E is absent of this.

Side note: Really hoping this is not intentional, because it's a shame to remove something simply because of something like a delay, but I'm still reporting it as a bug as the lines are indeed missing.
