Connectivity Issues

I am trying to contact riot support team with my error codes and I can't even log into the support website so this is my only option. I am getting error codes 1B and 9S. The service status says the servers are online but the client is having issues gathering the information for my account. I have trying logging back in several times, ran as admin, ran a full repair through the client, and have uninstalled/reinstalled the client. Nothing has worked and there is of course no info off of riots side on this issue. Although the only thing that worked was when i went to purchase some RP and get a skin but the only transaction was riot being able to take my money but no skin XD. I would like some kind of answers to this problem please thanks.
