[CLIENT] - Off-line friends/Spectate feature

Is this a new feature of the client (9.24)?

a) Off-line friends do not have an icon. b) Off-line friends only have 5 items in the drop-down menu. c) No spectate feature for anyone including friends who are currently in game.
