Client Lags. Need Halp!

Out of game, my client lags hard. Whether Im typing, looking at my profile, or just choosing my champ my client becomes really laggy. Its never like this in-game. Ingame I have constant 60 FPS because I have the FPS Limited and I have everything on max graphics and it runs smoothly

Can post a video if anyone needs to see the problem

Anyone know a Fix?
