I was playing Galio and ulted, as Braum was walking right next to me. He was chasing our Evelynn, and walked all the way through my ult and used his slow to get Evelynn. Also, later in the game, I ulted and he was able to stun me even though he was inside of the taunt.

Was Braum within radius at the start of your ult or did he walk in after cast? I haven't played Galio in a while, but I think he taunts at the start only. If I'm correct then this is normal, otherwise see if you can recreate this scenario.

Concussive Blows Braum adds stacks of Concussive Blows to enemies with basic attacks or Winter's Bite. He and his allies continue to add stacks with basic attacks, at 4 stacks their target will be stunned.
Galio's taunt forces Braum to basic attack him which applies stacks of concussive blows for the stun.
You also didn't even tell if he had qss/banshees
