Heimerdinger bug fixes and QoL Fixes

Heimerdinger can lose his ultimate by having teammates teleport on it, make it unteleportable or make the timer on his turret pause. Additionally, bards stasis ALSO counters his ultimate regardless of whose team bard is on. Please make bards ultimate "pause" the turrets timer.

Posted it last year for someone to look at and sent the pastebin directly to a fellow rioter, no patches for dingy came through. His turrets are so frustrating to use that I've literally starved myself of any AP, and have gone attack speed so I can attack fast enough to out attack my own dumb turrets as they switch target when minion hp is low enough to get ks'd by minions. His whole turret AI is pretty broken.

Also as far as Patch 4.11 is concerned, that nut icon that should be appearing above champs has been reverted and no longer exists on heimer. http://leagueoflegends.wikia.com/wiki/V4.11
