Unable to chat randomly

So while in the Teambuilder lobby waiting for people to join I will get a message in the chat box every now and then saying that I am blocked from sending any messages. I am very confused because I am not chat restricted or anything like that. Can someone explain this to me please?

that is a strange bug that I myself have experienced.
