League Phone-App Users Ineligible to Join Ranked Teams [CLIENT]

If someone on your friends' list that uses the phone app is currently offline, they are deemed "ineligible to join ranked teams" by the server. The "text-note" says that the player "is not yet level 30" when in fact, this is not the case.
