If I got my money refund from rp why do I cant now buy rp from my another account with same card if money is b ack to me?!RITO?!

So you refunded a rp purchase on one account and tried to buy rp on a different account with the same card? Is the first account banned for payment issues? If yes they likely blocked the card due to suspicion of fraud.
