Spoils Of War Cooldown

on my HUD you can clearly see the cooldown counter on the stacks not being displayed, it started from relic shield after a few minutes. I bought Targons and the problem persisted UNTIL I had 2 stacks, the third stack would display the cooldown counter but when i expended all my stacks the counter disappeared again so I just had to guess when it would come back so i could execute minions
