Can't use skin

I own Championship Riven 2016 skin but I can't use it in any mode. In the skin selection screen it shows that is locked and it is unable to be used for that game. Is anyone else experiencing something similar to this?

Are you still having this issue? Does it show up as owned in your Collection tab under Riven?
