24hr Purchase block Bug

The 24hr cd for attempting to make a purchase goes into effect even when nothing is purchased? I used my Vis gift card to try to buy riot points and I guess it takes them some time to fully activate it and i recieved the 24hr ban on Purchasing even though i didnt make a purchase, i was wondering if it could be lifted and maybe if you could do anything about getting the 24hr ban on purchases even if i purchase isnt made.....
