Voli Passive vs Bard Ult
Had a game where Voli's passive still activated when he was in the stasis of Bards ult.
He was gaining health back while in stasis, and you couldnt do anything about it.

I am pretty sure it's the same way with hourglass...if you somehow built that reasonably on Voli.
Keep in mind there is a ton of effects that continue even when is stasis. Swain's Ult, Fiddle's Ult. Now DAMAGE stops but voli's passive is one of those rare "Heal over time" effects which of course took effect before bard's ult hit letting it build up.
