World's Pick'Em Icon reward?

"Participate in Pick'em by filling out your bracket for either Group Stage or Knockout Stage, and you will earn this summoner icon"

One of my dearest friends didn't participate at all yet he got the icon? Is that normal?

He wasn't even aware of this at all so he saw the icon in his icons box and was like "What the heck is this?"
