Jax bug with Sdevourer

So Jax with a sated devourer should proc his ult on every 2 hits. This works, however it doesn't work until after jax gets the first 3 hits. So basically, hit hit proc, hit proc, hit proc, hit proc, hit proc. :P shouldn't it proc on the first 2 hits as well or am I wrong?
