Ryze Ult Doesn't Always Carry Him

Is Ryze's ultimate supposed to always carry him? It says it should on the lol wiki, but at least for the Whitebeard skin it does not carry ryze if he is not standing in the pool.

The wiki is wrong: he can move around in the pool and will still teleport, but the portal only moves what is in it. If he moves out of it or is displaced out of it he will not transport.

he doesnt warp if he isnt in the pool
