[Gameplay] Thresh Relic Shield bug?

So I was recently playing a game as Thresh, and for some reason, my Relic Shield passive would not proc and execute minions, even though my ADC and I were standing well within the range of the item and the minion was below the necessary health. The passive would only proc if I last-hit the minion properly, which was difficult as I suck at it. This is a pretty major bug as that entire item was basically useless for the whole game.

Has this happened to anyone else? If so, is there any sort of ETA on fix?
