The new remake option DOES NOT WORK how could you possibly give a team absolutely nothing for waiting 15 minutes to get in to game just for the other team to quit?

No not punish the team keep it there, but at least give 50 ip or something to the team that is ready to play and has spent 15 minutes of their time waiting to play only to be sent back out of game immediately after it starts. It also isn't the opposing teams fault, and maybe the team was being nasty in pregame chat to the player who caused them to be a man down. Could even make a case for some sort of tracking, and once you have been booted from 3 games due to remake you earn a hextech key fragment. People must realize that once you have been booted from three games due to remake you could have played one or two full game(s) in that time frame.

Interesting, that could be a possible change just as an "apology" for having wasted time like that.

Exactly they could give everybody in the match even the team that had to remake this benefit. Coming into the game knowing that you may waste 15 minutes with absolutely no result may turn people away from the game. I have been playing since mid season two, and have had to play many games down one or two summoners. While a 3v5 is nearly impossible, I have been on the winning side with four summoners including myself and one afk. I have also lost many but after spending 15 minutes in draft picking bans and champions most of the time I was happy just to play. I do agree with this new function in the sense that a lot of games you play with an afk somebody else on your team is bound to be toxic and feed and say they don't care since we have an afk. However you are not being shoved out of game to start a 15 minute process to get into game all over again. In my opinion this function being introduced four years after I began playing is almost a slap in the face after all of the 4v5 games I have had to endure, it lowers the incentive I have to continue playing a game that I have invested hundreds of dollars in. I also know Riot is not to fault for this, but they also aren't completely blameless (maybe they need to update their leaverbuster). Also would giving out 50 ip to all members effected by a remake really hurt Riot (highly doubtful).

So...you were prefer to punish the other team for something out of their control? Or do you just want a free win?

would not were my friend... Some people will take advantage of this new system and it will have an adverse effect on the game.
