problem with buying runes

hey everyone, i am having a problem with purchasing runes. i have 2 screenshots of the problem but cant figure out how to post them on here so ill just explain it. i go into the store and load up the runes, then for instance i click on the rune greater quint of percent health, it shows that i have enough ip to purchase one and shows that i own none, i click purchase and the message "an error has occured, you have attempted to purchase or already own more than the maximum amount for this item" this happens on the alpha and legacy client for me. now i have already repaired, uninstalled and reinstalled the client and even used the hextech repair tool and nothing has worked, all i need is the quints and its really starting to annoy me, please someone look into this problem
