Relic shield on thresh doesnt work for executing minions at the stated health amount. every other champ i use it on i can execute them at slightly below half health. On thresh however the execute doesnt ever happen unless the minions are literally one hit from death. ive noticed this over the past 20+ games using different supports and its definitely a bug of some type, please fix.

Thresh uses Ranged basic attacks, and only Melee basic attacks will proc the execute damage.

There was, however, a bug not too long ago where Thresh wasn't really classified as ranged OR melee, which allowed him to buy Ravenous and Titanic Hydra. That bug has been fixed, though, and he is no longer able to do this.
ModKnightsKemplar1 votesYep, can confirm. Other are right, the hydra thing was a bug, and he's supposed to be ranged. That means relic won't execute. You still see lots of pros buying it, because they can last hit and get the same effect for the kill, but you'll notice that they have to last hit well. It doesn't execute on Thresh.

That still won't help. What determines if an auto attack is melee or ranged isn't how close you get to the target, it's whether the attacking champion is classified as a ranged or melee champion. Thresh is classified as a ranged champion, so it doesn't matter how close you get to the minion, his auto attacks still won't proc the execute. You have to last hit the minions normally in order to get the heal/gold share.
Now, doing this may have worked in the past, I don't know. I heard that it did but I'm not sure. Even if it did work in the past, though, it does not work now.
