Syndra Ult Timer toolbar Displaying incorrectly

This has been a bug for at least since the mage update. When syndra uses ult, the cooldown circle (the one that's supposed to slowly collapse as the cooldown goes down) is stuck in the "tinniest sliver left" setting. This happens basically every time syndra ults.
