Disconnected from chat?

"You've been disconnected from chat, attempting to reconnect...." Says this over my friendslist and can't talk to anyone, even on my other account tests it says this.

Same issue here. I can connect to games but can't communicate with other players.

If you have ruled out issues with the client install or your internet connection, confirm that you are not blocking the following ports: TCP: 2099,5222-5223,8088,8393-8400 UDP: 5000-5500,8088

I received this error for multiple months, and eventually found that port 5223 was being blocked. After allowing this port, chat/Friends list functionality was fully restored.
