Remake only working if someone does not connect to game at the start

I was recently playing a ranked and a teemo DC but then came back for literally 20 seconds left and the remake system was no longer available, surely it should be if anyone dc's before 20 mins the remake feature should be available and the dc should be punished.

Am i the only one who thinks this?
