[GAMEPLAY} Syndra Skill / Movement bug

This Syndra bug has been around for more than a year now. I stopped playing Syndra because this bug appeared. I recently started playing Syndra again in hopes that the bug had been fixed, however the bug is still alive and kicking. There is several things you can do to end up getting the bug every match.

1. Casting Q or any other skill will cause Syndra to have a slowed down turning as showed in this video https://www.youtube.com/watch?v=ZFCZ8qIZamM

2. Casting R or any other skill that allows Syndra to follow up with her Spheres causes this in the video. https://www.youtube.com/watch?v=wqoT61KtY7w&list=PLbOSIXHnRB0XKuWfm1LeY5HdhwbQ3yaVB You can get these to replicate every match.

This bug is Game Breaking for this champion as the champion is supposed to be able to cast and move at the same time. When she casts an ability she either 1) slows down, or 2) Staggers / Stutters. This is Game Breaking because when she slows down, staggers, and stutters this allows enemy players more opportunities than usual to land skill shots or even disables such as stuns and charms. This also allows for not fun Game Play, Ranked game losses, and the champion play-rate lowered. This bug has been around for about a year now, and needs to be eliminated.
