Taliyah infinit Q

I was using taliyah and I noticed her Q didn't go on cooldown till after my casting but during my abilities. When taliyah finish Casting her Q, she able to spam Q again because it goes on cooldown during her casting. with 45% cdr her abilities its almost .5 sec pretty much instant, even without cdr her Q is very spammable. I don't know if this was intended .
