Movement Bug

First I'll start off by saying my internet connection is quite unusual, I typically have 70-90 ping which is perfect for playing, however every once in a while I'll lose connection and just attempt to reconnect in the middle of summoners rift, the bug, which is extremely frustrating, is although it is telling me Attempting to reconnect, I just stand there.
