Lissandra, after ulting someone, can track their movement through the inner ring of the indicator circle, even in the fog of war if she follows where it leads her.

1. Ult your target
2. Hover over the ability icon with your cursor.
3. There'll be a ring over the enemy you just ulted

It appears to be 100% repeatable.
