Refund for RP does not work?

So I bought a skin and quickly regretted it, so (don't judge) I decided to refund it. Buying this with RP, I should have gotten the respectable amount or RP back, but I didn't see it appear. So next, I tried to restart League and it still hasn't worked. Is there a time limit between each refund or what?
