[GAMEPLAY] Item Sets not appearing in game

Items sets I've made are not showing up in game.

1. I create an item set and save it
2. Load up a game
3. Open the shop
4. No drop down tab for item sets

I did make sure the item set was saved, was set to all maps, and I was using the champ it was saved for. I did also try setting it for all champs, but it still did not show up. I've tried it with multiple items sets, and none would show up ether.
