Annoying HUD glitch

Whenever I put cursor on top of neutral monster, this happens:

The notifications constantly show on top on stuff and interfere with the game. My best guess is that it's caused by the HUD scale setting. I'd like to see fix from Riot or just if someone could tell me a way to fix it without going to 100% HUD scale (default). Thanks.
