Visual lines bug - Smite CD

I discovered this while in ranked in jungle as Jarven on purple side of SR where when my smite was on cool down ( /after using it) blue lines a pixel wide shot from the top left corner of the screen to the smite icon. The line flicked very rapidly, lots of times a second, which is quite distracting. The line went away when smite was up/off cool down.

I tested it in a custom game as Jax and on blue side and took this screen shot.

(I don't really know speed but it is fast)

That's pretty much it.

If you are using Intel graphics, updating to the latest version fixed it for me.

I recently had to RMA my Nvidia card and as soon as I started using my Intel graphics I noticed this.

I used the Intel Driver Update Utility to find and install the latest driver.

Once I went back into the game I no longer had the blue lines after using smite.

I have the same problem. Whenever smite is on cooldown (on any champion) the two lines described above occur: (The shorter one is a bit hard to capture) The problem still occurs on 4.21 and has first shown up on 4.20. Driver for Intel (R) HD Graphics 4000 is up to date. Anybody has any other advice/fix?
