Can't add bot to custom game and practice tool locked

I created a custom game on summoner's rift, I clicked on "add bot", it adds a bot for a brief time, less than a second for sure, and then the boat goes away. I tried it on both Team 1 and Team 2 boards, same things happen. I repeated it several times, restarted both lol and my computer but it still insists. also, practice tool is locked ( I'm not sure if this is a bug, but i'm reporting it since i didn't see in the game notifications or in forums something about that).
