Can't add bot to custom game and practice tool locked

I created a custom game on summoner's rift, I clicked on "add bot", it adds a bot for a brief time, less than a second for sure, and then the boat goes away. I tried it on both Team 1 and Team 2 boards, same things happen. I repeated it several times, restarted both lol and my computer but it still insists. also, practice tool is locked ( I'm not sure if this is a bug, but i'm reporting it since i didn't see in the game notifications or in forums something about that).

As it seems this happens due to the high server demand and that in order for everything to run smoothly they disabled custom games unless if they consist of 10 players. For the practice tool i have no idea though. I was using it regularly but now i just can't.
