[GAMEPLAY] Gangplanks parley isnt working with targons brace anymore
- parley a minion under 250 health with a teammate nearby
- doesnt proc the execute but sometimes it did
kalista was the ADC so maybe that messed with it?

Isn't Parley a ranged ability?
I've never used relic shield (et al) on GP and I know Parrrley procs on-hit effects. However, the execute is supposed to be melee/aoe attacks only. This could be entirely wrong.
What I do know for fact is that if you're soulbound to Kalista, her Sentinel passive overrides Relic Shield (et al) so it is very hard to use that item when laning with her. Just pick a different gold income item if you're going Supplank.
Didn't realize how Kalista worked when I thought this was a bug as well. It is actually just Kalista and the horrible part of her kit that makes Targons just not work. Part of her kit basically says that when you last hit she gets credit for the minion kill....which is BAD because it makes any melee in lane with her (or anyone that gets Targons) screwed because you will never get your Targon execute as Kalista will take it and you get nothing for it.
Is a problem with Kalista and unfortunately not a bug. Just something Riot seems to have not thought through very well.
