League client is NOT DETECTING GAMES found in match making queue

So basically i queue up for basically anything, ranked, Urf, normals, everything. I wait. I wait. I wait. Then it pops up telling me i declined too many games when i never left nor got a notification that the game popped up. If it did it should have auto moved me OUT of waiting queue, but has not.

I am being unfairly punished for declining queues?

HELP.
