[GAMEPLAY] I Guess Cone Attack Problems?

On Vi's "e" the damage cone/ extended damage isnt going. Similarily, why shyv is in dragon form her "E-flame breath thing" isn't correctly applying damage. Also noticed this on zeds blade throw. This is deciding which way a game goes, please fix this RIGHT NOW.

Explains why her jungle clear times have been slower than usual.. never noticed it until a while ago (when I tried to E to damage a champ behind minion waves, but the damage didn't proc).
