Sated stacks are not transferring on rift herald
With Warwick 2 solo kills on it with no 5 stack transfer

Perhaps you should check the patch notes. Rift Herald no longer grants 5 stacks as of 6.5; it's down to only 2.
Verified as the enemy jungler during his warwick game. Rift Herald was not giving 5 stacks for the Devourer jungle item.
