Fizz and Frost Queens Claim Bug (FQC comes off cooldown with each kill)

Server: NA Type of Bug: In Game Description: When Fizz has Frost Queens Claim, uses it, then KILLS attacks a minion with anything W, the Frost Queens Claim will come off cool down. Video: N/A (if this gets some attention I will do one) Steps to Reproduce: 1: Go into a game as fizz 2: Purchase Frost Queens Claim 3: Use FQC 4: Kill a minion Expected Results: FQC stays on cool down, everything is normal Observed result: FQC comes off cool down, am able to use again. Reproduction Rate: 10/10
