[Gameplay] Unchecking "Display range indicators when using Quick Cast" won't work on certain spells.

***Description of bug: *** When using spells such as Viktors' "E", Death Ray, and Rumbles' "R", The Equalizer, the option "Display range indicators when using Quick Cast" will not work. It works correctly when turned on, and all spells show the range indicator, however, when unchecked, these two spells in particular will still show the range indicator.

Steps to reproduce:

1. Join game as Viktor or Rumble.
2. Uncheck "Display range indicators when using Quick Cast" option.
3. Use Viktor "E" or Rumble "R".

***Frequency: *** This bug occurs 100% of the time. I tried checking the "Display range indicators when using Quick Cast" option, saving it, restarting the client, unchecking it and saving the setting, modifying the config file in the installation directory, and nothing worked. The same thing happens every time. This makes the spell really feel clunky. Instead of a quick tap and mouse flick, the spell casts on release.
