Is Smite supposed to proc Luden's Echo?

I'm pretty sure this is a bug. To replicate: buy rangers trailblazer, luden's echo. Smite a jungle camp (or anything else really) with 100 luden's stacks. Other summoner spells don't apply item effects. Why should smite apply luden's?

smite is magic damage and so it does proc ludens

Smite is true damage not magic damage...
