Not Showing summoner icons, champion icons, and etc

Does anyone else have this issue where you load up league and it just decides to not show your summoner icon or when you get in a match it doesn't show you any champions. This is irritating because all random urf is out now and i would like to know if i need to reroll. Yes indeed I have tried restarting my pc.
